You should have no trouble fitting it around a 5 gallon sized bucket. The caddy straps are Velcro and the bucket ribs help the straps keep a good fit.
None of the compartments are elastic, but there are enough sized pockets that you should be able to find a slot for all your garden tools. A bucket is not included, but a good 5 gallon bucket can easily be found at your local hardware store for a reasonable price.
